Measure Title: RELATING TO REFUNDABLE RENEWABLE ENERGY TAX CREDIT. Report Title: Refundable Renewable Energy Tax Credit Description: Allows a taxpayer whose sole source of income is derived from pension benefits or with an adjusted gross income of $20,000 or less to take a refundable tax credit for the purchase and installation of a renewable energy technology, which includes solar water heating, photovoltaic, and wind systems. (SD1) Package: Governor Companion: HB3064 Introducer(s): HANABUSA (BR) Current Referral: ENE, EDT, WAM
Hawaii’s renewable energy tax credits have proven incredibly successful in helping to promote the use of solar and other renewable energies in the state. Hawai‘i currently leads the nation in the number of solar water heaters installed per capita (although 80% of homes still lack this basic renewable energy device). Currently, however, residents with limited income, such as senior citizens, do not benefit from such renewable energy tax credits. These measures would provide the same amount of tax credit but in the form of a refundable credit to residents with taxable income less than $20,000 annually, encouraging even greater adoption of home-grown power. HB 3064 is pending a hearing in House FIN; SB 2986 is up for decision making in WAM on Thurs, Feb 21.
