 <description>&lt;p&gt;Under net energy metering, Hawai‘i homeowners and businesses who have small photovoltaic or wind energy devices are allowed to push surplus electricity onto the power grid, effectively running their utility meter backward. They are allowed to do this up to the amount of electricity that the purchased over a year’s time. The total amount of electricity generated on any one island’s utility grid is limited by law, however, as is the size of the system that generates clean electricity. The original HB 2550 would have expanded the amount of clean energy that is allowed on the grid, thereby fostering more private investment in clean energy sources. The House Draft 1 of the measure simply directs the Public Utilities Commission to ensure small net metered systems (such as residential photovoltaic) can access the grid­not just large clean energy producers. HB 2550 is pending a hearing in House CPC.&lt;/p&gt;</description>
