Take Action: Imporant Bills on Lingle's Veto List

Lingle's full list of "potential vetoes" is attached. Included on this list are:

HB2843, Related to Invasive Species, which expands the items subject to the inspection, quarantine, and eradication service fee (inspection fee) to include any freight brought into the state. Requires the inspection fee to be assessed based on net weight of imported freight.

SB2843, Electronic Device Recycling, which establishes a state program for collection, recycling, enforcement, and monitoring of covered electronic devices; establishes program funding through the electronic device recycling fund.

SB2933, the Right to Dry Clothes, which allows clotheslines, even if they are restricted by neighborhood association rules.

SB2915, which appropriates funds for a taro security and purity task force.

HB2761, which requires at least 6 months post-partum and interconception care for women who participate in the Hawaii QUEST health insurance program.

Fortunately, SB644, the solar water heating bill, and HB2872, the Koke`e leaseholders bill, are not on the governor's veto list. We can thank her for this. Yet, perhaps the most critical bill that made it through this session, SB2646, which allows large landowners to rezone 15% of their ag land to rural or urban after designating the rest "important agricultural lands," is NOT on Lingle's veto list. The measure could open up hundreds of thousands of acres of agricultural lands statewide for sprawling development. Heavy lobbying by the developer's Land Use Research Foundation and large landowners such as Alexander & Baldwin tilted the scales at the last minute. Sen. Russell Kokubun -- who voted against the measure -- warned his fellow senators in a floor speech on the final day that the measure would ease the development of luxury estates and golf courses with little public input or recourse.

The public has ten days to lobby her not to veto these bills.
